A referral form and a trading system have different outputs
A specification for the first step should say whether its output is an information request, a referral or an account action. Ask how the destination is identified and what record shows that the intended party received the request. A later service should have its own documentation if another provider supplies it. These distinctions prevent an introduction interface from being mistaken for the execution technology that its promotional wording may evoke.
